If loose powder, bullet:
3 Actions to load in charge
1 Action to ram charge
1 Action to wrap bullet in a wad
1 Action to ram bullet into barrel
1 Action to wad
1 Action to put rammer away
1 Action to prepare primer
2 Actions to prime with loose powder
1 Action to cock

If using paper cartridge:
1 Action to load charge
1 Action to add wadding & bullet into barrel
1 Action to ram wadding & bullet
1 Action to put rammer away
1 Action to prepare primer
2 Actions to prime with loose powder
1 Action to cock

Alternate paper cartridge loading:
1 Action to prepare primer
1 Action to prime with loose powder
1 Action to load charge
1 Action to add wadding & bullet into barrel
1 Action to ram wadding & bullet
1 Action to put rammer away
1 Action to cock
+1 to chance of critical miss
